The Palace of Arts and Culture in Tanger hosted, on Friday, October 31, 2025, the International Forum on Medical Transport, held under the theme “Emergency and Mobility: Towards a New Vision for Medical Transport in Morocco.”
The event was organized at the initiative of the Spanish group SAMU, in partnership with the Moroccan Society of Emergency Medicine (SMMU) and the Tanger-Tetouan-Al Hoceima Regional Authority.
The forum brought together government officials, health experts, representatives from the private sector, and institutional partners to assess the current state of medical transport in Morocco and propose practical solutions to improve efficiency and ensure equitable access to healthcare services across the country.
Key Recommendations for Reform
Participants concluded the forum with a set of recommendations described as a new roadmap for the modernization of Morocco’s medical transport system. The main proposals included:
Establishing a unified national law regulating both public and private medical transport, setting clear technical and medical standards for vehicle and crew accreditation, and creating a national quality control mechanism.
Creating a National Center for Emergency Transport Coordination to unify intervention protocols between SAMU, Civil Protection, and regional health directorates.
Enhancing human resource skills through basic and continuous training programs, and establishing simulation and training centers in collaboration with Spanish and French institutions.
Modernizing the ambulance fleet, integrating technologies such as telemedicine and GPS tracking, and promoting eco-friendly transport methods.
Ensuring territorial equity by improving access to emergency services in rural and mountainous areas through the creation of regional medical helicopter bases.
Strengthening international cooperation by establishing a National Observatory for Medical Transport to monitor performance and exchange global best practices.
A Shared Vision Between Morocco and Spain
Representatives of SAMU Spain emphasized that the initiative aims to transfer European expertise in emergency medical response to Morocco while respecting the country’s institutional and geographical specificities.
Speakers highlighted that this forum marks the beginning of an integrated national vision for medical transport, based on efficiency, innovation, and synergy between the public and private sectors.
Tanger, a Hub for Health Policy Dialogue
Organizers noted that Tanger is emerging as a national platform for dialogue and reflection on the future of medical transport in Morocco.
The forum’s recommendations will be submitted to the relevant authorities for consideration within the framework of the ongoing national health reform.
The International Forum on Medical Transport thus reinforces Morocco’s commitment to building a more effective, sustainable, and citizen-centered healthcare system, while deepening Moroccan-Spanish cooperation in the field of emergency medicine.
