The cities of Casablanca and Toulouse have officially renewed their cooperation agreement, marking a significant milestone in Moroccan-French relations as both nations deepen bilateral ties across multiple sectors including sustainable development, education, and climate action.
The partnership renewal was formalized on July 7, 2025, during a high-level meeting between Casablanca Mayor Nabila Rmili and Toulouse counterpart Jean-Luc Moudenc, President of Toulouse Métropole. The ceremony at Casablanca’s Wilaya brought together senior municipal officials and French Consul General Pascale Trimbach.
“In Casablanca, ville amie, Morocco’s economic capital… We concretize these exchanges today with the signature of the renewal of the partnership,” Mayor Moudenc posted on X, emphasizing the cultural and economic ties being revitalized through the accord.
Originally signed in 2017, the cooperation agreement had seen limited implementation. However, both delegations expressed their “shared will” to breathe new life into the partnership through “concrete and impactful projects.” The renewed commitment reflects broader diplomatic warming following French President Emmanuel Macron’s July 30, 2024 recognition of Morocco’s sovereignty over the Sahara.
A highlight of Moudenc’s visit included touring Toulouse Business School’s new campus in Casablanca Finance City, symbolizing academic synergy between the cities. The facility represents deepening educational exchanges and cross-cultural engagement opportunities.
“We’re witnessing the revival of a strategic alliance,” stated Mayor Rmili, underlining Casablanca’s openness to international partnerships in an increasingly globalized world. The renewed agreement encompasses sustainable urban development initiatives, cultural exchanges, economic cooperation, and joint climate action programs, positioning both cities as models for international municipal collaboration.
