Côte d’Ivoire’s 2026–2030 National Development Plan highlights the significant influence of Morocco’s development experience, particularly the model of the city of Tangier, which is presented as one of Africa’s leading references in infrastructure, logistics, territorial development, and investment attraction.
The Ivorian strategic document contains several direct references to Morocco and Tangier, describing the Kingdom’s achievements over recent years as successful examples that can help support Côte d’Ivoire’s efforts to modernize its economy and strengthen its competitiveness.
In the logistics sector, the report specifically praises the Tanger Med port complex. It notes that Ivorian ports remain some distance from the level achieved by the Moroccan platform, whose capacity exceeds 100 million tons annually and which has become a global hub for maritime trade and supply chains. In contrast, the port of Abidjan remains primarily focused on serving regional markets.
The report also highlights Morocco’s railway experience, emphasizing that the national rail network—particularly the high-speed rail line linking Casablanca and Tangier—represents an advanced model for infrastructure modernization and stronger economic connectivity between major urban and industrial centers.
The Ivorian interest extends beyond infrastructure to governance. The development plan recommends adopting an approach inspired by Morocco’s advanced regionalization model, with greater responsibilities for regional and local authorities in attracting investment and promoting balanced territorial development.
This international recognition comes at a time when Tangier continues to strengthen its position as one of Africa’s most attractive destinations for industrial and logistics investments, supported by the ongoing economic momentum of the Tangier-Tetouan-Al Hoceima region.
The report also highlights the growing role played by the Regional Investment Center, which supports investors, simplifies administrative procedures, and promotes the region’s economic potential both nationally and internationally.
The inclusion of Tangier in a major official document such as Côte d’Ivoire’s National Development Plan confirms that the city has evolved beyond its status as a Moroccan economic hub to become a continental benchmark frequently cited in public policies and development strategies across Africa, reflecting Morocco’s achievements in logistics, investment, and territorial governance.
