    Morocco Introduces Lower Electronic Payment Fees to Boost Competition and Digital Payments

    Bank Al-Maghrib and Morocco’s Competition Council have announced a new set of measures aimed at strengthening the country’s electronic payments market. The reforms, which will take effect on October 1, 2026, are designed to reduce transaction costs for merchants while promoting greater competition among payment service providers.

    Under the new framework, the interchange fee for domestic electronic card payments will be reduced to 0.50 percent from the previous 0.65 percent. A preferential rate of 0.15 percent will also apply to digital public services and neighborhood retailers, encouraging wider adoption of electronic payment solutions.

    The two institutions stated that the measures are part of a broader structural reform intended to open the market to new payment operators, replace the previous single-acquirer model with a more competitive ecosystem, and ensure fair, transparent and non-discriminatory access to payment infrastructure.

    Through these reforms, Bank Al-Maghrib and the Competition Council aim to advance financial inclusion, support Morocco’s digital transformation, and provide businesses and consumers with safer, more affordable and more competitive electronic payment services.
