The Tangier-Tetouan-Al Hoceima Regional Council approved a series of development projects and partnership agreements during its ordinary July session held on Monday, covering key sectors including environmental protection, infrastructure, digital transformation, sports and social services, as part of the continued implementation of the 2022-2027 Regional Development Program.
The session, chaired by Council President Omar Moro and attended by the Wali of the region, Younes Tazi, endorsed several strategic initiatives. Among the most significant was the agreement for the construction and management of the “Al Bougaz” Household Waste Landfill and Recovery Center, one of the region’s largest environmental projects, with a total investment of 1.62 billion Moroccan dirhams. The project will be carried out through a partnership involving the Ministry of Interior, the Regional Council and the Inter-Municipal Cooperation Institution, with the objective of improving household waste management and strengthening environmental performance across the region.
Council members also approved several infrastructure projects, including the redevelopment of public spaces surrounding the entrance to Tanger Med Port, amendments to the rehabilitation program for under-equipped neighborhoods in the cities of M’diq, Fnideq and Martil, with an estimated budget of nearly 20 million dirhams, as well as the construction of a modern regional slaughterhouse in the municipality of Aliyin, Tetouan Province, with an investment of approximately 40 million dirhams.
In the social sector, the Council approved a partnership agreement with the National Agency for the Fight Against Illiteracy to implement a program aimed at training and integrating 10,000 young people with limited literacy skills, supported by an annual budget of five million dirhams. The session also approved measures to strengthen human resources in healthcare institutions in Chefchaouen Province and adopted new regulations governing financial support for associations operating in the health sector.
In the field of sports, the Council endorsed the list of sports associations and clubs eligible for financial support for the 2026 fiscal year. The beneficiaries represent various disciplines, including football, basketball, volleyball, handball, sports for persons with disabilities and cycling.
As part of its digital transformation strategy, the Council also approved the establishment of the Regional Development Company for Digital Development and Territorial Intelligence, in partnership with the Directorate General of Territorial Communities and the Wilaya of the Tangier-Tetouan-Al Hoceima region. The new entity aims to unify digital public services, develop territorial intelligence solutions, expand digital infrastructure, accelerate the digitalization of public administration, support innovation and startups, and promote digital inclusion for smaller local authorities, in line with the “Digital Morocco 2030” strategy.
The session concluded with the approval of a partnership agreement with the Association of Regions of Morocco to organize events of the United Cities and Local Governments organization in Tangier, as well as a cooperation agreement with the Spanish Agency for International Development Cooperation, with the aim of strengthening international partnerships and expanding development cooperation opportunities for the region.
