Monir Limouri, President of the Moroccan Association of Municipal Council Presidents and Mayor of Tangier, said that Morocco’s hosting of the eighth World Congress of United Cities and Local Governments reflects the country’s growing international standing and confidence in its experience with decentralization, advanced regionalization, and territorial development.
Speaking at the opening session, Limouri stated that Tangier’s selection as the host city highlights its strategic role as a bridge between Africa and Europe and as a major economic and logistics hub. He described the congress as an opportunity to strengthen cooperation among local governments and exchange best practices in local governance.
He noted that the congress theme, “A New Generation of Inclusive Local Public Services,” reflects the need to deliver more efficient, equitable, and sustainable public services through digital transformation, innovation, and citizen-centered governance.
Limouri also highlighted Morocco’s progress in strengthening local authorities and called for expanding partnerships between local governments to address shared challenges and advance sustainable development.
